Background

The NSW Department of Education manages a diverse asset portfolio which includes grounds that may be affected by asbestos or asbestos-containing material (ACM).

It is essential that asbestos in or on grounds is managed proactively, efficiently and systematically in order to minimise harm to students, staff and school communities, prevent unnecessary alarm, and use resources responsibly. The NSW Department of Education has developed this Asbestos In or On Grounds Guide to provide transparency and consistency in how the NSW Department of Education manages asbestos in or on grounds throughout the state.

This guide supports the overarching NSW Department of Education Asbestos Management Plan. Further specific information relating to asbestos removals can be found in the Asbestos Management Procedure, or relating to incidents can be found in the Asbestos Incident Management Procedure.

Classifying the ACM Occurrence

An independent hygienist can proactively or reactively identify ACM or asbestos on soil surfaces. ACM or asbestos on soil surface occurrences are to be classified using the following criteria as a guide.

Managing ACM Occurrences

Asbestos and ACM in soil must be managed in accordance with the hierarchy of controls and removed where reasonably practical to do so. As part of providing safe spaces, the NSW Department of Education aims to ensure that there is no visible asbestos or ACM in surface soil. The following sections outline some of the requirements for managing asbestos or ACM in or on grounds. Detailed information and NSW Department of Education requirements for asbestos or ACM removals are provided in the Asbestos Management Procedure.
