The New South Wales Department of Education is undertaking an exciting project to redevelop the Marsden High School site at West Ryde. This initiative is part of the NSW Government's ongoing commitment to investing in and upgrading schools to support growing communities across the state. The redevelopment of the Marsden High School site aims to provide modern facilities and enhanced community resources, reflecting the Department's dedication to creating shared spaces that benefit both students and the wider community.
This investment will deliver a new community multi-sports facility with a focus on one of NSWs highest participation sports, netball.
Once completed, the new facility is expected to be a valuable community asset delivering more recreation space for local residents and athletes.
The NSW Government invited Expressions of Interest for a facility operator to manage and maintain the new community sports facility when construction is complete in early 2026. The operator will also be required to complete internal fixtures and fittings, including installation of café/ kitchenette and freestanding equipment such as desks.
We invite innovative, community-focused operators who demonstrate a long-term vision for developing community-focused services interested in entering into a 25-year licence agreement. The department may consider future development proposals for additional facility upgrades. This discussion may take place following the award of the licence.

The NSW Department of Education is seeking to enter into a licence agreement for 25 years.
The successful EOI applicant will operate the facility on all days, including weekdays and weekends, including public holidays.
The successful EOI applicant will also operationally support the licence between East Ryde Netball Association and the Department.
The scope of services under the Operator Agreement includes:
Once complete, the multi-sports facility will cater for a number of indoor sporting needs, including netball, basketball, futsal, and badminton, while the external facility will primarily cater for participants of one of NSW’s fastest growing sports, netball.
Local sporting groups and organisations, residents, workers, and businesses will be able to use the facility. There may also be opportunities to use the facility for non-sport community activities, such as farmers markets, subject to approvals and agreements.
Site establishment works commenced in February 2025 with the main construction work commencing in March 2025. The successful operator may wish to propose future works. The Development Application (DA) for construction of this facility does not include any future proposed works. Any future stages or expansions of the West Ryde Multi-Sports Facility would require a separate DA, which would need to consider parking, traffic, the intensification of the use of the site and any other potential impacts.
Following completion, the facility will include access to power, water and electricity connections. The successful licensee will be required to complete internal fixtures and fittings, including installation of café/ kitchen and freestanding equipment such as desks.

Is there a requirement for a gym?
Regarding the kitchen will this be a shell only and require a full fit out e.g. such as grease raps and ventilation or does it require only an FF&E install based on menu?
What FF&E will be delivered as part of the sports facilities, sceptically basketball rings (and the mechanism to change heights) and dividing curtains etc.
Can you provide any other fit out/FF&E details for the other areas?
Is there a priority of use with East Ryde Netball Association?
To complete the EOI form, it requires a Project Construction cost – is this for the cost of fit out or not applicable to this project?
Clause 3 – License Term 25 years – no right of extension – monthly hold-over provision. Would the license /management be readvertised/placed out to public tender after the initial 25 yr term?
Clause 8.8 – Refurbishment Works and Maintenance Roles and Responsibilities. Is there a detailed copy of the floor plan for the indoor facility and any additional information on maintenance roles and responsibilities?
Clause 9.5 Quality Management System. Being certified under ISO 9001-2015 is a significant requirement with staff time and cost to remain certified. ($10,000-$15,000). The operator agreement already seeks a comprehensive plan and reporting framework. The additional requirement to hold ISO-certification would be considered excessive for the scale of operations for an indoor recreation/sports facility. Is there any flexibility or exemption to this requirement?
Clause 11 Financial Management & Operations. A number of clauses refer to setting fees and charges and including concession fees plus the Department may direct the contractor to honour existing arrangements with schools and ERNA. What is the overall operational financial intention for this complex? Full Cost recovery including asset replacement & depreciation/ Partial cost recovery/ Subsidised usage?
